Frequently Asked Questions

Everything you need to know about ESA and PSD letters in California — eligibility, our process, pricing, and your rights.

PawFlicker is for California residents who have a genuine emotional or mental health need and want to pursue a legitimate, AB 468-compliant ESA or PSD letter through a licensed California therapist.

No. Your evaluating therapist will assess your emotional or mental health needs as part of your clinical evaluation. You don’t need a prior formal diagnosis to begin the eligibility check.

Start with our free “Am I Eligible?” check. It takes a few minutes and helps confirm you’re a fit before you’re matched with a licensed California therapist.

No. PawFlicker and our therapist network serve California residents exclusively, since our entire process is built around California-specific law.

ESA letters typically apply to common household animals that provide comfort related to your documented condition. Your evaluating therapist can advise on whether your specific animal fits your letter type.

An ESA letter supports housing accommodation and doesn’t require your animal to have specific task training. A PSD (Psychiatric Service Dog) letter applies when your dog is trained to perform specific tasks related to a psychiatric condition, and can support both housing and, in some cases, travel.

No. An ESA letter issued for housing purposes covers housing accommodation only — it is not valid for air travel or other transit use. Most airlines now treat ESAs as regular pets for travel purposes.

No. An ESA letter for housing does not grant the full public access rights that a trained PSD or service dog has under the ADA. This is an important legal distinction to understand before you apply.

Yes. You don’t need to know which letter type fits your situation going in — your therapist determines this during your evaluation based on your needs and your animal’s role.

California’s AB 468 (Health & Safety Code §122318) requires a genuine 30-day clinical relationship between you and your provider before an ESA letter can be issued. This is what makes the letter legitimate rather than an instant, unverified approval, and it’s why we don’t sell same-day letters.

No. AB 468’s 30-day requirement applies specifically to ESA letters. PSD letters are governed by different clinical standards and are not subject to the same waiting period.

Your letter is expected between 30 and 35 days from the start of your clinical relationship. If we miss that window, you’re entitled to a full refund under our Refund Policy.

Evaluations are conducted through secure telehealth sessions, consistent with California’s telehealth consent laws, making the process accessible no matter where you are in California.

If your therapist determines you don’t meet the clinical criteria, you’re not charged, and you receive a full refund. We never charge for a letter that can’t legally be issued.

We offer unlimited free revisions for 14 days after your letter is issued to correct any errors, such as an incorrect name, address, or animal detail.

Yes. Every therapist in our network holds an active license issued by the California Board of Behavioral Sciences, verifiable through the BBS’s public license lookup using the license number on their profile and your letter.

You’re matched based on your needs, though you’re welcome to mention if a specific therapist’s background feels like a strong fit during your initial consultation.

Yes. Your evaluation is confidential and protected under HIPAA and standard therapist-client confidentiality, subject to standard legal exceptions like mandatory reporting. See our Notice of HIPAA Privacy Practices for details.

No. Your letter confirms you have a qualifying condition without stating your specific diagnosis. Landlords are not legally entitled to ask for that level of detail.

Visit our Pricing page for current rates. Legitimate letters generally cost more than instant online certificates, because they involve a real 30-day evaluation rather than a quick online form.

You’re entitled to a full refund if you don’t clinically qualify, if we’re unable to match you with a suitable therapist, or if we miss our 30–35 day delivery window. See our full Refund Policy for details.

No. Once your evaluation process has begun, a change of mind is not eligible for a refund. We recommend using our free eligibility check first if you’re unsure.

Yes. Changes beyond your original evaluation scope, such as adding an additional animal or switching letter types outside your therapist’s original guidance, carry an additional fee, which you’ll be told about before any extra work begins.

Every letter includes the provider’s name, license number, license type, and jurisdiction. Anyone can verify this through the California Board of Behavioral Sciences’ public license lookup.

No. ESAs are not considered pets under fair housing law, so standard pet rent, deposits, and fees do not apply to a properly documented ESA.

If your landlord requests an additional accommodation form beyond your original letter, we’ll help complete it at no extra charge, as a goodwill gesture.

Our letters are prepared to meet AB 468 requirements, but we can’t guarantee any specific landlord will accept one, and PawFlicker provides general guidance rather than legal representation in housing disputes. If you believe your rights were violated, consult an attorney or contact the California Civil Rights Department.

No. PawFlicker is an independently operated platform and is not affiliated with, endorsed by, or acting on behalf of HUD, the ADA National Network, or any government agency.

You are. A clinical evaluation addresses your documented needs, not your animal’s behavior or training. Responsibility for your animal’s conduct rests solely with you as the owner.

Your administrative information is retained for 60 days and handled according to our Privacy Policy. Your clinical records are held separately and independently by your therapist under their own recordkeeping obligations, described in our Notice of HIPAA Privacy Practices.

Yes, but the process must be handled entirely by the minor’s parent or legal guardian — creating the account, submitting information, and managing communication. The minor does not directly interact with the Site.
